		<description><![CDATA[Since it is widely know and understood that Identity Theft is a major problem of our
time, Credit Card Companies should legally be required to improve their system of account set up to include necessary steps to prove the applicant is who he claims to be and that the applicant is a legal citizen of the USA, State in which he resides
of record and has proof of his current identity, nothing recent or new.  Every possible legal step to prove the application in question is valid, legal and the name
and itentiy of the applicant is verified without question.  Not taking all possible precaution in such applications is a shortcoming of the Credit Card Companies.]]></description>
